1. Public Services Account
2. MHI policy registered in the territory of the Primorsky Territory
3. Attachment to any clinic in the Primorsky Territory
4. Current referral to a specialist

Reasons for not being able to record:
1. There is no attachment to a specific clinic
2. The MHI policy is absent in the base of the territorial MHI fund
3. There is no referral to a specialist
